Creating Dropdown menu

I am trying to create an HTML site with a dropdown menu using css. Although I have used HTML off and on for years I am relatively inexperienced with it and even less so with CSS. This web site is for a personal project and is not worth hiring a pro to design it. I have my own Apache server running on Ubuntu 24.04. I also have a static IP, not that it has anything to do with the issue at hand.

A significant amount of the HTML code, and all of the CSS code I have was create using Gemini. While working on this project I have discovered exactly how bad AI's inadequacies are. The links that the dropdown menu lead to are not the correct ones but at this point just a place holder.

What I currently have for the menu is not loading correctly. The items that are supposed to appear when the menu item (Founding Documents) is moused over they are displayed below the menu as "regular links" as shown in the image. I also would prefer not to have a button, or at least not something that looks like a button

I have attached a zip file with all of the files for my site. If someone could assistance me in getting this issue straightened out and working properly I'd appreciate it.

According to Gemini the issue is in CSS, but it created the code and tells me what changes it claims need to be made, I make them, then when it still doesn't work it tells me to make the same changes.

If needed I can provide the link to the site.
