How to Create a Robot.txt File

OK. I know how to create the actual file, but I don’t understand WHAT I’m creating. I don’t understand the real consequences of the commands. Can you PLEASE explain very simply what rules I should apply and why? Next, I’m assuming since GSC advised that I could simply insert the file in the Meta Tags section that I can put it there. Correct? If not, how do I insert it in it’s proper location? If you need to see my site to advise me here it is: https://myproaudiogear.com

Also, I have no idea how to establish my sitemap based on the robot.txt file.

Pls pardon whatever horrendous lingo I’m using to ask these questions. I’m doing the best I can.
 
GEEZ I wish someone would help me. I figured out how to create the file, and now I'm trying to get GSC to test it, but their STUPID tester keeps bringing up some mysterious domain property I don't even know where it came from, and I can't make it disappear, nor can I add my correct one. I've watched a YouTube on how to use the Tester, and I'm doing it exactly how they do it, except for that STINKING bad property. When I try to see the robots file in my URL [https://myproaudiogear.com/robots.txt] it gives me a "Sorry we couldn't find that page." My platform Nicepage is absolutely no help AT ALL either. This is the only kind of help I can find. SOMEONE have a heart, please?
