Change color font in middle of the sentence

[Neumans2000]

I want to change the color of a couple words in the middle of a sentence.
" If the plan is "At Risk" it is coded red. "
How would i do that, i tried and failed with this:
<Color=#f50a31><b> “At Risk”</b> </color>
