Alternatives to Dreamweaver

I've been using Dreamweaver for many years to design my genealogy site. It now has thousands of pages. However, Dreamweaver is an expensive option if you only use it as an occasional hobby.

I've learnt quite a bit about html and css over the years but Dreamweaver does save a lot of hand coding. But the feature I like about it most is the master template or dwt file. I have looked for but have never found any html editor that allows for the creation of a customised master template. The menu, header and footer repeat on every page of thousands of pages throughout my website and to make any changes, I only need to change one master page and then update every page on the website at the press of a button.

I don't want to have to rebuild my entire website in order to move away from using Dreamweaver. I'm hoping there are alternatives.
