Specifying doctype is affecting the body style

Initially, I was trying what will be the actual body look with all the user-agents styles used at default.
Tried two cases with and without doctype
1. Without doctype - body height is filling the entire viewport
2. Specified doctype <!doctype html> - body height is initially set to zero

Can anyone explain what is happening with that doctype.
