Custom HTML for my business

Hello, I am trying to figure out a way to add a kind of "shopping cart" to my business website. What I would like is for particular distributors of my products to be able to log into a subdirectory of my site where their respective discounts are applied to the pricing. They would then be able to build an order which would then be sent via email to our sales department without the need for "checking out" or paying until the order can be completed and ready to ship, which sometimes takes several weeks.
