Hi, my name is hula, i am new member in here

I want to build my personal web-page, and when I was trying to find some ideas, I saw some website that make me interest.

I want to make a website that have structure and design like that.
Could anyone help me to figuring out what is the name of template or type of design, please ?
NB: I am newbie in web-programming languange, may beifI can say, I am script kiddies, so i do not have any idea what is the name of template and how to build a web like that.
